You do not automatically get a social insurance number. You do have apply for one (or your parents do) and there are forms to fill out. (in recent years it is easier for parents to get a SIN with the newborn registration forms) If you are 16 your parents may have got you one to open a bank account when you were younger. (are you able to ask them?)
The best place to ask is Service Canada. They assist people in applying for SINS, updating names, getting replacements etc. It is much easier to do it in person that all the mailing, if you can. If you are going down in person, gather all your required documents together, so if you don't have one already-then you can apply when you are there. (if you have a number already there will be a $10 fee to get a replacement card)

I think you have to go to the social insurance office in your area to get one. In the U.S. you get one when you're born or immigrate but you don't have one in CA until you start working. I found and office in the local mall.

I don't know about Canada, but in the U.S. we are issued a similar ID called a Social Security Number. It is generated and issued to you the day you are born, and stays the same until you die.
