Visit a local agent that works with all the major companies in your area. Contrary to an above answer most companies will insure a child by themselves but the parent will have to sign the application. If your daughter is over two it may be much cheaper for her to be on her own policy. You do need to be aware of the way the deductible works on any policy she gets and compare it to the deductible on the plan she currently has because the deductible can work differently when more people are on the plan; the agent will help you compare.

Try to get her added to her dad's insurance since your husband objects.
I would reconsider your marriage if he hasn't got a good reason since it is probably the cheapest way to cover her, maybe even free if he covers his own children.

Most companies won't insure only a child. They usually will require a parent to be insured as well. Can you get insurance for yourself and your child through your work?
Your husband sounds like a real jerk. Why does he object to having medical insurance for one of his dependents? If you divide the bill paying in your family, could you just offer to pay him the difference in his premium between what he pays now and what he would pay if he dropped her coverage? That would undoubtedly be cheaper than paying for a whole new policy to cover her.
