If you have a water meter fitted but are still paying water rates, you may be better off if you tell your supplier that you want to go onto a metered bill - but make sure that you will save money on a metered bill first.

Explanation: If you property has a water meter but you are getting billed for water rates worked out from your properties rateable value, rather than an itemised bill showing the number of units of water you have used, then it sounds as though the meter was fitted for the previous occupant and when you moved in the water company switched back to the old way of billing.

You can go onto a metered bill just by telling your water company that you have a meter already fitted and that you want metered bills - but make sure that you will save money on a metered bill first, this may be why you are not on a metered bill at the moment. If the previous occupant of your property had the meter fitted, but then found that they were paying more than under the rates system, they may have opted to switch back to to water rates. This can happen if your rates are low, but you use lots of water, e.g. because you have a big family. When a water meter is fitted, you have a certain period when you can ask to go back on to water rates if you find the bills are higher.

As to the gentleman in the next street, he will still have to pay water rates even though he is retired and on pension credit. If a person is in debt and can't pay their rates and they are on income support/pension credit/job seeker's allowance they can ask the Department of Work & Pensions (DWP) to deduct a sum to cover current water rates and a standard amount towards the arrears from their benefit each week, but they can't get out of paying all together.

Pension credits can reduce your council tax but I don't think they affect water rates. Does he live in rented accommodation or a warden controlled flat, where water rates could be included in his rent?

He will be paying them one way or another. If you are on your own or maybe having one other in the house a water meter is said to be the cheapest option for you
