I think it depends on what kind of website yo uare going to have, mainly because there are so many websites already. If you do more of a resaerch website, the cost could be quite a bit, not mainly with money but also with time.
I would find out what you are going to be talking about, and sit down, and make a plan. Then research your options as far as hosting the site. You could get a cheap site, but the site would look...cheap. Or you could spend a bunch on a site, and have it still look...cheap. :)

hosting costs
domain name costs
and keeping your server intact costs
although these can be prevented if you host your site on free providers.
but in that case the address of your site wont be of your choice |

You need to determine what exactly on insurance you would be focusing on. You'd have to sit down and think about how you want your site to look like and what probable content it might have.
1. Make an imaginary site map and list out different categories, sections and such like.
2. Think of a very narrow niche. General Insurance or Life Insurance are broad topics. You choose any one. Pick up something more focused. The more focused you are, the better your site will look.
3. The cost of putting up a website is peanuts anyway and should work out for some 5000 INR for 2 years on an average.
4. For most practical purposes, you could consider to have a blog instead and update it daily with your content. Blogs don't need to have a design ( so you'd save money here!). You have free themes available and with a little or no help, you can even customize them. They are a search engine favorite so it will help you get traffic too.
