No, you can't make any claims usually within the first 24hrs of taking out any insurance policy and I would imagine that anything upto 48hrs after the policy would be heavily queried.
For God's sake though don't wait the 24hrs to take you pet to the vet just so the insurance will cover you - take them to your local RSPCA or PDSA centre as they will treat any injured or sick animal, regardless of whether or not you can afford it.
Or if the above centres are miles from your house most vets are pretty good in that if you can't afford to pay the full bill they will work something out with you so you can pay in installments, as they'd rather see your pet than let it suffer.

afraid not this time but get it anyway because my friends cat got run over and they had to pay about 1000quid for the operation, and that was a discount because the vet was nice!
