Having a S, R, or a few other letters (depending on state) title, means it was written off as a total loss by an insurance company, or it was taken from a junk yard and fixed up.

It means someone could salvage it as it is not quite damaged enough to be written off.

It does mean that it has been written off, for some reason, at some time. This doesn't necessarily mean that it was damaged beyond repair, or at all, just that the insurance company paid the insured the value of the bike at some point.
