The simple answer is no.
Governmental bodies are unable to be flexible. The people that are enforcing the regulations are not allowed to make exceptions or interpret the application of the law. If they were allowed to make an exception for you they would be obligated to rule on everybody's "good reason" to waive the inspection. The request for waivers would be endless.
