why do insurance rates go up if you do not have continuous coverage over the last 3 years yet you have no accidents or tickets

There is no proof of you having no accidents if there is no insurance. Tickets can be associated with your license, but if there is no other party involved in an accident, you can have it be undocumented.

the bottom line is that most of the insurance companies that have the best rates require proof of prior coverage just to be eligable for their program. most of these companies rates are filed with the state that way. so if you dont have proof of prior your only option is through non standard markets that will write without proof of prior. their rate filings are much higher than the prefered companies. thus you are paying more for the insurance.

With three years of continuous coverage, an insurer can pull CLUE and find ALL accidents reported to insurance companies and show accident history. Otherwise, they only have your word.

It also demonstrates your payment history is solid and you can get and KEEP insurance in force without 'forgetting' to pay your bills. Insurers like people who pay premiums and give them their best rates. Don't pay the bills? you're like a hunting dog that keeps running away, who wants ya?

Now some companies will waive the requirement if you have a good reason for no prior insurance, like you just got back from 18 months in Iraq.

It's a risk factor for a higher chance of filing a claim - a break in coverage makes it more likly that you'll file. No idea why, it's just like a few other risk factors that come immediately to mind - being 16, or being male, or having a moving violation, or having a credit score under 600.
