The term is, "voluntarily unemployed" vs. "involuntarily unemployed".
They are considered "retired". |

An 89-year-old retiree who wishes to remain retired is not unemployed because he or she is not looking for work.
An 89-year-old retiree who is incapable of working (due to illness, disability, etc.) is not unemployed because he or she is not able to work.
An 89-year-old retiree who wishes to resume working and is capable of doing so IS unemployed.
For statistical purposes and for purposes on unemployment insurance, a "unemployed" person is defined as a person who is both
1) not employed,
2) actively seeking employment
3) able to work
A person who is unable to work, whether due to youth, disability, incarceration, illness, childcare responsibilities, or other factors, does not meet this definition.
A person who wants to work and is able to work, but has given up hope of finding a job (because of the economy or other factors) and has therefore stopped even looking for work, does not meet this definition.
A person who is able to work but wishes to remain at home does not meet the definition of unemployed. |
