I know of no law that makes it illegal.
However. The car rental company will NOT rent you a car, unless you have insurance. If the car is rented in your personal name, well, they need your personal insurance. If the car is rented in the company name, then they need the company's insurance.
The car rental company is NOT required to rent you a car without insurance. Your real bone to pick is with your employer - who should be setting you up with a Hertz account, that keeps his commercial auto policy information on file. Then he just provides you with a company credit card to pay for it. (The credit card name has to match the name on the rental agreement, which has to match the name on the insurance). |

I am unaware of a law that would require it, BUT:
You may want to talk to your insurance company about this. In some instances, your insurer might not cover your business driving. Heck, what if you only have liability on your own car?
If you are at fault while driving a rented car on company business, your employer may be vicariously liable. If they didn't pony up the $15 a day (or whatever) for rental insurance, they could be on the hook for five to six figures.

No, but it would be better if you did have your own. Your own insurance is cheaper and has better coverage than the type you buy from the rental companies. Your agent is local, where you are dealing with the rental companies insurance company, who will try to get you to pay to avoid them losing money. Your insurance will go to bat for you.
Some companies have policies that cover employees who rent vehicles for business, but it's rare. Remember, you are the one responsible behind the wheel and assume the bulk of the risk, not the company or rental agency. |

I don't think it's illegal, however, in Idaho, your insurance follows you and not your car. For example, if I drive your car, my insurance will cover it if it is involved in an accident. I rented a car last year and didn't order their expensive insurance. I just used my own. |
