In most states, there's an essential property plan that will provide coverage for property, though they will also probably exclude liability (either entirely, or with a limitation regarding the animal.)
In Virginia it's called the Virginia Property Insurance Association, in West Virginia is the WV FAIR Plan. As far as I know, all states have them.

Technically yes but you might have to go to a non-standard market. All of the standard carriers (Travelers, Farmers, Montgomery, Donegal, etc) that I know will not write a renters policy if the owner has a pitbull. There are non-standard markets available but coverage will be much more expensive.

No. Pitt Bulls are on every prohibited dog list I've ever seen. They're also on MY Farmers list, as a prohibited breed.
I'd guess that the guy who's son sells Farmer's, hasn't seen the list.

Farmers Insurance renters applications do not ask if you own a dog. Farmers liability covers act of your pets. Never volunteer any additional information to an insurance company than what is asked for or necessary.
