1. I do not know of any policies that cover siblings. However, if you create a business and hire everyone you want covered (and no one else), it might be possible to obtain a policy for the business that covers all its employees.
This is not necessarily a good idea. It might be less expensive to by separate policies.
2. Tax exemptions are allowed only if the persons being covered are your dependents (who can be claimed as such on your tax return).
