HMRC would not divulge a NI number to anyone else. The only ways you could find out 1) search through their dustbin to see if they have thrown out a payslip, 2) try to find a payslip or other tax form in their house, 3) get their employer to tell you.
No guarantees for any of these methods.

Its on your payslip, possibly your CV, the government lost all our Tax Credits info with NI numbers on it.
Also with your name, address and DOB any company can find out your NI number.
The NI number is just to record your NI contributions and benifit payments.
It is useless to anyone else unless they have the same name, address and DOB as you.
