Sena lives in a state with a no-fault insurance system. Twiggy runs a stop sign and damages Sena's car. Because Sena was not at fault, she can make a full claim on:
(A) their states no-fault insurance pool (B) Twiggy's insurance company (C)Sena's own insurance policy (D) both insurance policy |

C, if it's a true no-fault system.
The thing is, very few states are TRUE no fault, for all lines. |

Since the question does not mention injuries, the whole question of no-fault is a red herring since no-fault only applies to injuries.
As for the question of her vehicle's damages, did Twiggy admit liability? If he did then his policy will pay. If he didn't, then the wisest thing for Sena to do is claim under her own policy under collision coverage and let her insurer go after the other insurer for the damages and Sena's deductible. Sena doesn't have collision coverage? Then she will either have to sue Twiggy or accept that she will only have the percentage of the damages she is not at-fault for paid for.
So in answer to your question the answer would be: e) The person who wrote this question has no knowledge of how insurance works. However if we actually factor in that Sena sustained injuries (which is what I'm sure the question is getting at), then the answer would be c) Sena's own policy. |

E) Sena can make a claim for the vehicle damages (the only damages mentioned) with Twiggy's insurance company, or with Sena's insurance company if she has collision coverage. No-fault doesn't apply to vehicle damage. |

No fault only has to do with the medical payment so the correct answer would be C. If she decided to claim for bodily injury along with medical payments then it would be D
