No, it is not correct grammar.

First of all, the word that you are misspelling is supposed to be "too", not "to".

And I don't think that you know how to properly use the word "yet" yet.

"My insurance is so high that my parents wouldn't let me drive."

or

"My insurance is still too high for my parents to let me drive."

My insurance costs too much; therefore, my parents will not let me drive.

I would suggest getting a job. If you already have a job and are having to pay for other things, reorganize your life. What is more important to you, having the freedom to drive or a cell phone. Or you can endure public transportation until one of two things happens: you make more money to afford the insurance or wait until you are older because insurance typically becomes cheaper when you're 18 or 21 and again at age 25.

Incorrect. Correct grammar would be: "The insurance is so high, that my parents won't let me drive."

It is indeed expensive for parents to insurance their children whom are at home. The younger one is, the less years of driving experience they have, the higher the chance of an accident; thus, the higher the cost to provide insurance. Unfortunately, it is all statistics where all "youthful" drivers are pooled together and an "average" is assumed. Young men cost the most.

A 3.0 GPA helps reduce the cost, by giving a "good student" discount. So does take a driver's training course; some High Schools offer, some do not. Having no tickets and / or accidents make the biggest difference, though.

Offer to help pay for either all of the cost to add you on to your parents policy, or at least part of it. That might make the difference. If you don't have a part-time job right now, this might be necessary to pay for the insurance.

Safety is very important! They may not even be able to afford your high insurance? Have you thought about paying for your own? Can you afford it?
Would you believe: I'm epileptic and fall unconscious. (I've never had a drivers license; wish I did just so some store owners would not think I had to be in prison since I only have a state ID.) I can not get a job paying or voluntary; because their insurances would not cover me. I would love to have a four-wheeler, they can only be driven on trails. When my seizure comes my right hand clamps up and it would put the brake on, on the four wheeler. I a very safe/careful person. But one day a lady told me if I ever got a four wheeler I would have to have insurance. I went to my insurance agency and asked "How much would that cost?" . The lady told me it was not required in our state, so I did not need it. I still wanted to know. So she called them up and asked, then yelled "But she's never even had a divers license!" They told her I would not be on the road. She clasped in her chair and said "It would be $300 to $500 depending on which type of Four Wheeler I got. My good reputation was ahead of me. But I can not afford one.
You need to work hard at better driving.
And I'll keep dreaming.
