Employers are now required to only employ people with a National Insurance number. Sometimes, in an emergency, or if a wrong number is given so that it appears to be duplicated, an emergency number can be used. That is not, however, a long-term solution, and such a case is always followed up by the National Insurance Office.

Everyone should have one, and they usually ask for it. Needed to pay your NI contributions.
I think it's less restricting than in the US without an SSN, but why would u not have one?
