Nope. It's private information.
You can try to file a claim on his policy, but they are under no obligation to actually take it. |

No they will not. You need to work it through YOUR insurance. |

No they will not release that info, but you don't need it anyway. Call your insurance company tell them you were in a car accident and give them the information you have about the other driver. They will take care of the rest. |
