So, many people do not know about renters insurance.
It covers their personal property. And, if people get it with the company that handles their car insurance, they usually get a 2 for 1 discount. Or, they get a discount on both policies.
Some landlords go require they tenants to have it. Landlords are usually more concerned about being sued. Renters insuance also has liability. This way if the tenant is liable they can go thru their insurance policy and not the landlord's.

I would guess that most of those people don't want to pay out the money for a renter's policy. Even though renters insurance is fairly inexpensive.
Either that, or they don't realize that the landlord's property insurance won't cover their personal belongings. (Though any lease I've ever signed spelled out the fact that the landlord recommended renters insurance.)
I suppose in the end its not the landlords responsibility to make sure the tenant takes out renters insurance. If the tenant wants to take the risk of losing their personal property, that's ultimately their own choice. (An unwise choice, but still their choice.)

Renters insurance is a very cheap one time payment. It's very foolish not to get it because it is such a good deal. If you lost everything it would be horrible if you had to replace it all out of your own pocket.

Some tenants do not have much and do not mind losing everything.
The landlord does the same thing whether the tenant has insurance or not: File a claim with the landlord's insurance company for the damage to the building (but not the tenant's property) and tell the tenant whether (a) the building will be repaired or (b) the tenant will have to move.

Renter's Insurance is not expensive and easily obtainable. I believe most tenants just risk their property because they are unuaware that it exists or are too cheap to buy it.
I do believe that many insurance agents don't push selling it to their clients because the premium is low and they don't make much money selling it.
