You didn't specify what the registration packet consists of, or the company from which you would puchase it.
It would be hard to answer based on the info provided.
If it has a guaranteed refund if not satisfied, it may be OK. They would just refund the cost of the packlet, minus the S&H.
If it's SMC, it's not a scam.

Just because a registration packet costs money does not make it a scam.
If you are unsure of if it will work or not, you are the wrong kind of person for it. Only you can decide and guarantee if it will work for you.
If you feel uncomfortable doing it, don't do it.

If you have to spend money to get a registration packet, then it's probably a scam. They want to make sure they get something from you before you realize it's a scam. That way, you have no recourse against them, you're money is gone and that's that.
