If you have been a long time customer - have a good credit score and have made very few of your payments late - you may be able to call them and have them waive the late fee. You may have to threaten to take your business elsewhere. This is where being a good customer is your leverage. If you frequently make late payments or are over the limit of have a bad credit score and you threaten to take your business elsewhere - they'll tell you not to let the door hit you on the way out. But if you have been a good customer and have a good credit score - they will probably waive at least one of the fee's to keep your business.

You can EASILY avoid these types of penalties by insuring that your payments are made timely and by not going over your credit limit. What parts of the agreement do you NOT understand ?

Yes. Everyone who mails their payments in too late, or goes over the limit. That LATE FEE can MAKE you go overlimit.
