What's required of me to start a business in Insurance?
I'd like to start a business offering car insurance, but I don't know a great deal about the industry and how it works. Are there any special requirements in order to offer insurance?

How does insurance cover work - can I 'pass on' the policy to a third party for a commission, who would then cover the cost if a claim were to be made by a customer?

It sounds like you want to start an insurance company, offering cover. First get yourself a £20,000,000 bond, to satisfy Gov regs!!
If you just want to act as a broker, I'd asdvise against it as (a) there are very competitive companies out there and (b) it's obvious that you don't know what you're doing.

You would first need to become licensed in the states in which you need to sell, and to maintain those licenses through continuing education and etc. Some states require a mandatory classroom course, others do not. You'd have to check with your Department of Insurance/Insurance Commissioner (the name is different depending on the law of the state you're in) to find out.

Once you have your license, you have to be appointed by a carrier to sell their products. You can be an independent agent (working for no one but yourself w/ the freedom to offer any one's product who will appoint you), or a semi-captive, or captive agent (completely selling only for one company and you have an agreement as such).

You'll also need to have sales and prospecting skills. I have no idea what you're talking about in the second paragraph. Once you sell the policy, the contract for coverage is between the insured and the insurance company, not you as a sales person. If that's what you meant, then you need to read up and do a lot of studying before you decide to go into the industry.

Keep with the aspirations of being a business owner in insurance. It's a great field.

With some hard work on your part...get a license first.

Work for a company or an agency for at least 5 years. ( this is the average time a person realizes the business is what they want in life).

Save your money ...get working capital and ask other agents how they got where they are. Maybe you could partnership with them before you do your own thing.

You'll need to pass your state's insurance lic. course. You may need to find an insurance carrier to sponsor you so you can take the test. Then you'll need to be appointed to sell an insurance carrier's product. You'll need E&O insurance too.
You can act as a sub-producer tied to an actively licensed agent. The agent will sign the insurance application and can provide commissions to you for your work.
