State laws are different, but in my state, only a licensed driver can get auto insurance. A driver with a permit is covered under their parent's insurance. In the case of an adult, you can be covered on your spouses or partner's insurance.
One thing that must happen, is that the rules of Driver's permit usage must be followed for the insurance to be applicable. (For example: Permit driver must always drive with licensed driver over 18)

generally speaking, insurance follows the vehicle. if some one has given permission to a driver, coverage is afforded unless there is some sort of strange exclusion which is valid in the state where the policy is written and the loss occurred. so usually, u are not added until you are licensed but if you do not follow rules for permit holder you could be penalized by dmv in getting license in some states parents are strictly liable for and must sign for young driver to get permit.
if you are operator but not vehicle owner check on rates for a named non-owner policy or if you need to get a driver's license back you may have to do this to show proof of financial responsibility when you do not own an auto |

Your parents can get that information from the various insurance agencies in your area.
Insurance rates are set by state and by the various insurance companies in your area and you will have to poll each one to find a better rate.
Since you are not 18 yet, your parents would have to find out that information from your local insurance companies |

It's not just the company, it's ALSO the state laws.
If you're looking to BUY a new policy, you will ALSO have to list a licensed driver. In some states, some companies won't charge for the guy with just a permit - some will.
In some states, ALL drivers - including those with permits, will be charged, in accordance with state insurance regulations.
You're going to have to call a few agents, and find out how your state works. |

No doubt the easiest way to get insurance quotes is on the web.
Why would you waste your time on the phone calling around?
the last time i needed quotes on insurance i used one of these comparison sites and it was great.
this is the site i used and it was quick like less than 5 mins.
The last thing I want to do is listen to elevator music while waiting for a salesman.
Anyway I got good quotes and ended up saving money so I was happy.
So shop around and compare quotes which is easy on the net.
