First you will need to pass your state licensing exam. There are probably classes on it, but I passed mine with 2 days of class and one day of studying a practice test, highlighting only the true statements (not necessarily the 'correct' answers).
Once you've passed that hurdle, check out the larger reputable insurance companies' guidelines (usually available on their websites) for what they require. The one I work for will front your money to start the business if you provide a list of x amount of possible customers (hit up every family member down past 3rd cousins twice removed, and every person you've ever known since kindergarten). Then once you are in business, if you hit a certain goal within x number of years, they will forgive the loan payback. Although it would be a bit stressful in the beginning, at least you know you have the chance to possibly save beau coup bucks later on.
Make sure you do your homework with the companies, though, don't get into anything that is 'too good to be true' with a company that has only been around a couple years. Check out their rating with A.M. Best for financial stability, and check out their assets and growth over a number of years in comparison to other companies. Check how long they have been in business, etc...basically do your homework.
Although personally, I couldn't imagine going right into business for myself after just taking the exam. I work for a major ins co, and it took me about a year to feel comfortable with my knowledge, and I still learn something new every day.
