What does having a proof of postage by the post office entitle me to?
I've been in a situation where I have ordered an item from a seller on ebay and haven't received the item. I'm getting concerned as it has almost been 2 weeks. The seller refuses to refund me but has offered to send me proof of postage, what does that exactly mean?

If the seller has proof of postage - (even without insurance paid for), then they can claim up to £50 - form available from the Post Office Counter. I sent a PCMIA card (£19) that I sold on Ebay, it didn't arrive so I claimed - in about 7 working days, I got a check for the £19 and the Postage (around another £3) from the Post Office. All I had to do was send proof of price - in this case a copy of a page from the Argos Catalogue. Only the person who posted it (the seller) can do this though - make sure they do it - it won't cost them a penny, and will preserve their Feedback scores.

In the US, unless the shipper purchased insurance for the package then you cannot claim anything with the post office. If the shipper purchased "delivery confirmation" then the post office has something to try and track down, but if it's untrackable then the item is simply gone. If the shipper only mailed the package (and can provide a receipt) but did not purchase either delivery confirmation or insurance, then the shipper is only providing you with proof that the item was shipped in good faith.

As an ebay shipper, I think the norm is to assume that once an item ships that it becomes the property of the purchaser and payment is expected. However, I think I would feel bad if this happened and work with the purchaser so not to incur a poor ebay rating. I always ship with delivery confirmation and give the purchaser the option of insurance.

This means nothing unless it has your signature on it. Proof of postage is not proof of recipt.

If the item has gone missing in the post you will not loose out. Its the seller, The seller entred into an agreement with royal mail to deliver the goods and the agreed price.

Royal mail have broken the agreement with the seller not you. Tell him to send you proof of postage if its a registered post recipt check the serial number on the royal mail website if says delivered phone royal mail and ask where it was delivered because the seller might give you proof of posting something else.

If its a recipt from the post office it is worthless unless it has your post code and house number on.,

Open a paypal dispute who will sort it out for you

A proof of Postage will entitle you to claim upto £34 off the post office for nondelivery or late mail 100x first class stamp value.
You can pick up a claim form from the PO or do it online, you will need to send them a copy of the POP and proof of value of item (ebay/paypal reciept).
You can only claim once 3 weeks have passed.
It really should be the sender that claims and ebay sellers that put the onus on the buyer claiming are pretty pathetic as the 'contract' with RM is with them, not you, though you will be able to make the claim.

It's worth checking at your local delivery office if the item is awaiting collection as most of the items I send that are reported as undelivered are returned as uncollected. Many posties don't leave the notification of attempted delivery cards!

Proof of postage can mean the seller purchased the feature that provides tracking number so you can go online to USPS.com and track the package that was sent. Or it could simply mean the receipt when the seller paid the Post Office to ship the item.

I have been using USPS for my ebay shipments, and I've had a number of packages that was lost in the mail. I have shipped them, paid for the shipping, but the Post Office cannot account for its whereabouts -- sometimes even with the tracking number.

Talk to the seller and discuss how you both are going to resolve if the package is indeed lost in the mail. Will the seller refund you? Or will the seller not refund you because from their end, they have shipped the item and they cannot be held accountable for the Post Office mistakes?
