It should be a separately underwritten insurance policy to cover any legal costs that may be incurred in pursuing a claim for uninsured losses (excess, injury etc) following an accident when someone else is at fault.
If you are being charged this check that the insurer/ broker is actually offering an insurance policy rather than making a charge 'because everyone else does' and then farm the work out to a local solicitor.

Basically you pay on average about £20 a year so that if you need to go to court. An example of this would be that you crash into someone, they get injured and try to sue you.
