What does this denial from an insurance company mean?

It means, the insurance company doesn't offer that coverage in your state, including coverage for your OCD. You'll have to agree to not have the OCD covered. I'm assuming this is long term disability coverage.

Likely, NO insurance company is going to offer it in your state, if there's an issue with the law - which apparently there is.

But you can check with a couple local, independent agents to be sure.

A rider is an addition to the policy. In your case, it would mean that their standard policy doesn't cover OCD (psychological disorder), and they're not allowed to place it on the policy as a rider.

This denial means that they do not want to cover the OCD, and the laws of your state will not allow them to rider coverage for that particular condition off your policy. Therefore, they turned you down for coverage altogether. Keep looking - not all underwriting guidelines are the same. What one company won't do another one may do. Good luck.

You've been denied coverage based on a pre-existing condition.

Unless you previously had COBRA-eligible group coverage (with less than a 63-day gap between the last day of coverage and the effective date you requested on your application), the insurance company is allowed to decline to cover you.

This is why it's a bad idea to wait to get coverage.

However, all is probably not lost. Most states offer (or require at least one health insurance company doing business in the state to offer) an open enrollment plan. Which means that they cannot decline coverage for anyone who applies. It's likely that you will not have coverage for pre-existing conditions during the first 6-12 months of coverage, though. And the premiums are significantly higher than most other plans offered through individual insurers.

If you have the option to join a group policy, that will likely be the cheapest option for you at this point.
