a corsa will be seen as a boy racer car and a rover will generally have at least a 1.4 in it so will be high on insurance.
Maybe something like a Kia would be cheap or a Hyundai. Basically the Cr*p cars are cheap to insure, anything more and it gets higher. It would help to stick to a car with an engine that is a 1.0L or less. however if he is young you will probably want a car that will look after him if/when he crashes it, bearing this in mind I would look at the NCAP results and look where each car you are considering came out. As a general rule you will probably find that the Japanese cars are more expensive to insure (Toyota, honda, Mitsubishi etc)
It would help if he insures the car after he has passed his test, also consider drivers/pass plus (whatever they call it now) Tesco and a few other insurers tend to knock down money if you have pass plus. I personally saved me £150 and it cost me £120 to do, so I made £30
you might also want to consider putting him onto your policy (Basing on that you are the parent) some companies allow the extra person to build their own No Claims discount, but it does mean that the policy holder would be insured to drive 2 cars. |

I don't think there is going to be 1 cheapest car to insure. There will be quite a few of them that are cheaper to insure than others. Not every insurance company will use the same data to underwrite your insurance policy. Generally you will pay more for insurance the higher priced the car is. Sports cars you will be paying more for insurance then something conservative. As I have stated, it will vary much from each company. As will the insurance rates that you actually pay. That's why it's very important to check many different rates from good car insurance companies.

at 17 its not gonna be cheap - and if it is, you will probably have a huge excess, so check carefully and shop around.
Unfortunately you considered are a high risk for accidents due to lack of experience, so i wouldnt bother going for anything fancy just yet. Stick to a one litre thats safe and economical to run, you will probably have a couple of scrapes and bumps over the next couple of years, so its really not worth investing in anything expensive. Forget whale-tails and alloys, just get a decent small run-around to get you through your first couple of years.
Your insurance is gonna be high until you hit about 21, so its really not worth getting anything flash yet.
Also, the cheaper the car is to run, the more money you will have to do things like paint jobs if you have a scrape along a wall, because you really dont want to be making any claims for a couple of years, or your insurance will absolutely rocket.
If you are looking at getting a brand new car, check the small print. A lot of the deals aimed at youngsters have massive excesses - in the region of £500 in some cases, so be careful.
Also some insurers put on not only an excess, but a 'young person' charge too, which can be another £150 on top of your excess. As long as you shop around and check the small print, you should be fine.
If you are buying second hand dont forget to check its got no outstanding finance and that its not a cut n shut or ghost car etc. Also check its roadworthy and hasnt been deemed a dangerous write off by an insurer. |

An older vehicle that you are comfortable insuring with Liability only (do add uninsured/underinsured coverage for yourself if available in your state!) No physical damage coverage will be THE least expensive way to go.
With Liability coverage only, the year, make, and model make very little impact on your costs. Varies by company and state, but ANY state, ANY company, basic coverage will be your least expensive policy.
If you live in a no-fault state, like Michigan, you will still have the relatively high cost of no-fault to pay on any vehicle you insure. |

dont go for anything bigger than 1.0l cause they will kill you on it. go british as well that brings it down as well. so something like a fiesta, metro, corsa (ugh i hate them personally) try getting one with a cat 1 alarm imobiliser as well. you could look into doing the pass plus as well.
remember shop around for insurance as well and play them off against each other |

I like man's answer. I wouldn't go to confused.com for a new coat however, it would be extremely confusing.
Sticking to the question why not try ringing a broker and asking them. You can also get contracts now with restrictions such as limited mileage or no late night driving which are cheaper. |

You need to think of safety features in your car and not how cool it is if you want to get cheap insurance. You need auto seatbelts and 4 doors and nothing fadish like Honda Civics and such. Keep in mind that at 17 no insurance is gonna be cheap. |
