I would call it casualty or indemnity coverage. It can't be health or life, because animals are legally property - it's a property expense coverage.

Pet insurance is property and casualty insurance as by law pets are considered property. It is regulated by states as property insurance for the most part.
The main difficulty with pet insurance is that pet owners want it to behave like health insurance but the law treats it like property insurance. This creates clashes between insurers and insureds when it comes to coverage for genetic conditions and chronic illnesses. This stems predominantly from the 1-year policy that most P&C products offer where occurrences in one year don't statistically alter those in another. Obviously for L&H that's not the case.

From what I have read, it is most comparable to major medical-health insurance. It is not life insurance (no payout upon death although would cover medical bills). It is not Property insurance as it does not pay for theft or disappearance. Liability for the dog's actions would be covered by your homeowner's insurance (depending on the breed). This is only in reference to the insurance I have read about though. Seemed expensive too, but people are spending more money on their pets every year!
