Actually it's the fed that handles unemployment though state agencies. The states charge $$ to handle the processing and unemployment taxes are sometimes used for 'job banks' or training programs run by the state.
In times of low unemployment, they make a boodle off the excess money that comes in. In times of high unemployment, congress sometimes has to step in and authorize more $$.
Unemployment taxes are paid by employers and adjusted yearly based on how much money is in the system. Tax rates are based on a company's usage history and industry.
Eligibility is 'earned' based on time worked and time between and how much $$ is received. I don't know what the current formula is; it changes all the time.
