Nothing in that report shows that it is a failure in the market to provide health insurance. Some of these people could access health insurance through the market, but choose not to.
In fact, the last portion states that part of the uninsured could qualify for Medicaid, but do not access it for one reason or another. This is a clear failure on the part of the individual to not claim their rightful benefits because they either do not know about it or choose not to take assistance from the government.
I'm not really on one side or another. I think there are problems, but there always will be, regardless of who's running the show. Hopefully this just sharpens up your argument.
