Will I get penalized if I have a gap in health insurance for a couple of months when enrolling in new program?
When I started my job, the health insurance provider (Cigna) made a big deal about asking me about continuity of care, meaning whether I was covered by another health plan up until I started with them. I left that job and my COBRA is used up this month. I'll be starting a new job in about 6 weeks, but there will be a month where I'll have no health insurance. Will the new insurance company give me a hard time stating that since I wasn't covered for a while, they can't verify if I have any pre-existing conditions? Should I enroll in an individual health care plan for a month just to avoid this problem. It would cost about $600 and wouldn't do much good practically speaking since there's such high deductables--and where I live there's a couple of really good low fee doctors & hospitals for unemployed people (which I will be for about a month or so).

Any waiting period imposed by your new employer, does NOT count against the 63 day rule, once you are employed. So if your new job does start in 6 weeks, that means only a gap of about 43 days.. not 63. However, that is pushing it a little.

Yes, there is the potential that you will be penalized for the gap in coverage - either in the form of pre-existing conditions not being covered or other negative things that could pop up in the future.

If everyone in the family is healthy then your best bet is probably just to purchase a short term health insurance plan (make sure that it is major medical) for the month without the group health coverage.

If you are uncertain about how long exactly you will be without coverage then go ahead and purchase the regular individual health insurance plan instead of the short term plan. Either way, make sure that you shop around and compare quotes from multiple companies. Here is some more information about short term health insurance and regular individual health insurance:

Requirements to cover pre existing conditions:
1 year of creditable coverage with no 63+ day break in coverage.

You'll be fine, if for some reason you have a 63+ day gap, you can still get on the plan once you are hired. You just won't have any pre existing conditions covered such as small co payment for ADHD medicine for a year.

It depends on how long the gap is.

If you have a lapse of more than 63 days, then anything you currently have wrong with you, won't be covered for up to 18 months.

That lapse sure doesn't mean they can't verify preexisting conditions.

I don't understand why a high deductible plan is going to cost you $600 for a month - that's WAY too much money - unless you're talking about the whole family? Of course, if you're uninsured, and break your ankle, you're stuck with the bills - which will be at least five figures.

Me, if it was just me, I'd be careful for a month. But if it was my whole family, I'd buy the Cobra.
