Will my COBRA cover me for the next 18 months even if I'm moving abroad?

VERY doubtful, especially since you called your insurance cheap. A lot of policies will cover overseas, but only if you are traveling for a period of less than a month. Whatever institution in Israel you are going to study with should be able to arrange for medical coverage for you in Israel.
But as long as you keep paying, you can keep the insurance through COBRA, but if you aren't in the US, it would probably be a waste of money. You may also want to consider using it, or some other kind of insurance just to have continuous coverage. It depends on what state you live in, and what kind of insurance you will get when you return, but sometimes having continuous coverage prevents any pre-exisiting conditions from being excluded from a new policy or simply facilitates in obtaining new coverage.
Talk to an insurance agent where you live and see what they recommend. A good one will tell you what's best even if they can't make any money off it.

From someone who works in the medical insurance world. With cobra, your insurance policy remains the same, the only thing that changes is the you have to pay 102% of the premium (100% of the cost plus 2% administation fees).

Most companies will only cover you for er and urgent care while outside of the us. Call your insurance company, they can look at your plan!

In most cases - NO. Most domestic policies do not cover anything out of the country.

Yes and no.

First of all, the health insurance isn't going to COST the same as you pay now, because right now, your employer is picking up a huge chunk of it. Once you go under Cobra, they don't pick up ANY of it, YOU pay the whole thing. It SHOULD run you about $300 a month.

Second, the POLICY will stay the same, but it most likely doesn't cover you out of your STATE, let alone out of the country.

So, the policy won't do you any good in Israel, as there won't be any local providers. Sorry.
