You've got to consider that life insurance is underwritten according to categorized risk (actuary), and those you've described would represent tremendous risk to the insurance company. It may be possible to obtain a guaranteed or simplified issue policy.
The other hurdle you need to clear is to show an insurable interest in the insured. This means that the beneficiary must be in a position to suffer a financial loss by the death of the insured. Also, the motive for seeking the coverage would likely be part of this determination. It may be possible to name a relative of the insured as the beneficiary, then change the beneficiary after policy issue. You, as the policy owner can normally do this without any justification.
Finally, you must have the insured's consent on the application. But no, it is not illegal.
Addendum regarding SimonC's answer: Life insurance policies generally do not exclude preexisting medical or health conditions. The policies are either declined or rated with a higher premium. |

Any life insurance premium takes account of any high risk factors in the insured person's lifestyle. Also, any preexisting conditions, included complications of drug or alcohol abuse would not be covered. If you could find a company that would offer cover in principle they would always require a medical, or at least a detailed interview with the insured person.
But all of this is irrelevant to the question. You can only take out a life insurance policy on yourself, immediate family and dependants, or someone whose death would cause you direct financial loss (eg a business partner). You cannot just take out life insurance on someone who looks like they are on their last legs. |

There are always questions about the health etc of people on life insurance forms so you would have to divulge that they were, for example, drug addicts (meaning they wouldn't give you insurance) or it would be invalid. |

Here in the UK, it would be illegal under the Life Insurance Act 1774 (a very old law, I know!). In order to take out a life insurance policy on someone's life, there has to be insurable interest at the time of the inception of the policy. In other words, the insured person would have to be a relative (eg a parent or a spouse) or some other person upon whom you rely financially.
You can't just take out a policy on some random stranger; that would be considered a form of immoral gambling. Even if you did manage to set up such a policy, it wouldn't pay out, as it would be void. |
