No you cant.... But if it was a red light ticket and it was taken by a camera just plead not guilt based on hearsay (if you didnt see it you cant proove it)

You will have to pay a ticket if you are found guilty as a result of a court hearing. The judge will set the fine based on the charges indicated in the ticket.
Ask the judge for payment arrangements or ask if the fine can be waived if you take a defensive driving online class (approximate cost $25). Sometimes judges will waive the fine totally if you go like 3 to 6 months without any additional tickets.
