Yes, you set-up an IRA account at a brokerage house such as Merrill Lynch.

Definitely, I have a self-directed IRA at Scottrade. I've made some money, lost some money, and made some money, but I haven't done as bad as the mutual fund in my employer's 401k.

It depends on the IRA. Some are set-up for individual stocks and some aren't.
