It is actually Washington's Birthday (Holiday). The popular current name for it is President's Day, to comply with political correctness of another President's Holiday which was eliminated. But the name was never officially changed by the US Government, so the actual Holiday according to the Federal Government is still Washington's Birthday. Formerly on the 22nd but changed by Congress to the 3rd Monday in February in 68 to comply with Uniform Monday Holidays Act. (Exceptions are Christmas and New Years (for obvious reasons)).
The NYSE Rule 51 covers the Holiday closing.
