B, because with more partners comes greater brain storming power, and also allows for a diversified aspect on a certain issue. Some partners weakness may be another partners' strong point. that way, with diversity and greater numbers, a more comprehensive approach can be take by the firm. Furthermore, by borrowing money, a partnership is giving itself a cushion by not being dependent on internal partners.
