You sell it when the reason(s) that you bought it are no longer apparent.

It you have a target price in mind, then sell when it hit's the target. If you bought it for a long term play, and it no longer looks like a good long term play, then sell it. If you bought it because you thought it would double in 12 months, and it didn't, then sell it.

If the reason that you bought it is still valid and evident then hold on.

Always have a plan when buying a stock that includes entry price, target price, and stop loss (ie: cut your losses) price. Making it objective takes the emotion and confusion out of it.

If my stocks had been up for like 6-12 month, all the sudden I seen two or three analyst uprade the stocks. I will sell immediately on the day the analyst uprade.

I purchase stocks for long term investing. don't watch the shows on which stock to buy today so you can get rich tomorrow. most people lose more than they make by investing with a short term outlook. Purchase a stock with a strong company and stay with it for a year, evaluate whether it is still strong for long term growth then decide if you should continue. I rarely leave a stock based on short term losses. pretty much any stock will make you money with enough time.

I watch the pe ratio and compare it to the price of the stock.
If the stock is unjustifyubly high in comparison to the pe ratio then I gota sell becuse I sertainly would not buy more of it, too risky.

There are countless methods to deteremine when a stock has hit it's peak or price when an investor wants to sell. To name a few major ones: Advice from "experts"ex: upgrades/downgrades, news out in the market, option interest, institutional buying, volume, and TA (Technical analysis).
I predominately use TA along with the others to verify the stock is a sell. TA uses many indicators but the ones that are easiest to analyze a stock are these: Resistance/support levels and Moving averages. When I have a stock that has traded in the upper level of a resistance line and think it will not break through I sell usually to buy back when it hits a major support level.
