Here are my answers to your 4 very sensible questions:
1) You do not need to do anything before hand, but better read a little about it so as to make a wise choice. It is your hard earned money, and you want best value for it.
2) No need to see any one.
3) If you want to buy shares you have to register with a stockbroker who will buy them for you from the stock market.
If you want to buy mutual funds, you have to telephone a mutual fund manager, like Vanguard. That is what I did the first time.
4) For a beginner, mutual funds are best, (ie safer and easier), but you need minimum $500. For shares you need min.$1000

read lost of books on investing, free at your local library.
Then you will have to be at least age 18 and get a broker or a mutual fund dealer at a bank or investment company
The broker or advisor will help you find things to invest in
You cannot invest with $20 Talk to your bank and see about minimums for mutual funds, where I think you should start with advice from your bank. |

If you don't have that much money, the best way to start is to open an ING Direct bank account (see http://www.ingdirect.co.uk/general/about/worldwide.asp ). These types of accounts give you a return of about 3.5% interest rate which is fairly decent for beginner investments. You can also consider CDs (Certificates of Deposits) which are also offerred by ING Direct. Accounts are free to open and you can transfer-in transfer-out money at will without fees.
