"Per annum" means "per year".
Substitute the 2nd expression for the 1st, and you should understand what is said.

as has been answered "per annum" means "per year".

How often? Well you might earn say, £24,000 per annum, but that doesn't mean you are paid once a year. You might be paid weekly, monthly, 4-weekly, or possibly some other period of time.

Need more information to answer "how often"
