This is not an uncommon practice, many firms will buy blocks of securities and resells them at a mark up (higher price).
The firm when they buy the stock in their inventory account then sells from their inventory to their clients
This type of action is perfectly legal
HOWEVER, this is not appropriate for an Investment Advisor
but it does not make it illegal. If any firm is doing this, they must disclose it on the confirmation of purchase they send their clients.
Before going further as to determining if is an appropriate,
activity, one needs more information as to the firm's registration, the manner in which the sales are being handled, those making the solicitation to purchase, the capitalization of the firm, among other things |

He/She/They can recommend all they want. Nothing is forcing any one to buy those recommendations.
UNTIL AND UNLESS the "recommendations" meet my minimum trading rules AND the trading rules for the particular strategy I decide I'm going to use, there simply isn't any recommendation.
After all, its our trading account with our hard-earned money in it.
