I would hire a virtual army of bulldozers, trash trucks, etc. and descend on New Orleans. The mounds of trash and debris would be cleaned up and hauled out. Then I would purchase all houses remaining in salvageable condition and sign contracts with builders to do whatever it took to refurbish or rebuild them. I would then sell the houses to New Orleans residents wanting to return for $1.00 each. That way I wouldn't have given away any of the money!
