If your new to investing, try doing some practice trading first to get the hang of it without risk.

Yes, in order to open any investment/trading account you have to be 18 or older.

Since you are a newbie, I highly recommend you that you start learning the basics of investment and trading in sites that allow you to use play or fun fun money before you start risking your own cash.

One of my favourites is gnuTrade (in the source), where you can trade the live markets with a playmoney account and test your trading skills for free.

Hey yes to be honest 18 is the legal age to even booze and of course also to invest or trade online. But yes you have to be careful as to where you start. An ideal site would be one which gives you information about trading online and also gives you play money to practise your bets and when your confident then you can try trading with real money. All the best with what ever you do.
