Actually I think it depends where you ask the question.

In North America, a billion is one thousand million. (so then 0.029B = 29M). Using SI notation we equate a million to the prefix mega = 10^6, and a billion with the prefix giga = 10^9, etc.

However, in other parts of the world (Europe) it differs somewhat. What we call a billion they call one thousand million. What we call a trillion, they call a billion.

If that sounds confusing, chech out the website below as it has a nice chart depicting the differences.

Yes, however I would like to illustrate the difference between 1 million and 1 billion.

This exapmle will come handy for you in the future.

There are 3,600 seconds in one hour. There are 86,400 seconds in one day.

So how many days = 1 million seconds? That is 11.5 days.

Now, how many days = 1 billion seconds?

Let's do this differently. The answer is that 1 billion seconds = 31.7 years; yep that is almost 38 YEARS and not days. Can you imagine the difference?

Let's see:
If we had one-tenth of 29 billion, that would be 2.9 billion, or 2 billion, 900 million.
If we had one-hundreth of 29 billion, that would be 0.29 billion, or 290 million.
If we had one-thousandth of 29 billion, that would be 0.029 billion, or 29 million.
Yep, it is. Go to a firm and familiar number, then step back (forward) to the unfamiliar and you can find your way.
