I've been watching a certain stock since 8th grade. I believe the highest it has been is 150. Now, it is 75. I know it will go up after the economy does.
You don't "know" because nobody does. And if the economy sinks further?
Besides, stocks are long term investments. You shouldn't put any money in stock that you will need in the next five years.

You are 16 years old and studying in college. Your parents have allocated a part of their hard earned income towards your higher education. This in itself must be respected; and therefore to apply your college money towards a stock would not be a good idea to start with.
We would recommend that you speak with your parents with respect to your idea to purchase this stock you have had under study for many years now. If your parents are able to fund your stock purchase separately; then go ahead by all means.
A work of caution would be appropriate at this point. You would appreciate that investment analysis and portfolio management is a very dynamic field of endeavor; and would therefore require certain skills on your part. In a manner of speaking, an introduction to this vast field of endeavor would be called for; we would suggest that you read the following book in this regard to understand the nuances of this area of activity you have chosen:

In addition there are thousands of books written on the subject. You may consider doing a search to find a suitable selection of books for your further study.

If you have not experience, if you are only 16 Y.O. and specially at this crisis moment, please, keep away from the stock market. Just study and make many paper trading. Also try to learn from people with experience. Stock market is a serious matter and many people lose a lot of money.
