Is the stock market phony?
Everyday at 3:30pm it seems like the market turns upward almost like clockwork. No matter what the news - it doesn't matter. Experts say all kinds of funky explanations for this but this simply never used to happen with such regularity. Is this some kind of manipulation going on or what is it? This seems to be especially true on down days where at 3:30 it reverses course and closes up. On up days it becomes an almost parabolic climb on those days starting at again 3:30pm. It's so noticeable that they have even been commenting on it or laughing about it likes its some kind of inside joke on CNBC but nobody really wants to explain it. What is up?

It seems a lot of people like to drink the Kool-Aid. The key thing - this phenomenon is relatively new. The key is it hits at almost exactly 3:30pm. - check the charts!

Because the stock market is part of the economy and I agree with Peter Schiff when he says "The economy is phony" then I would say YES!

And of course you have to only presume what goes behind the scenes and what manipulation is done is going to be done. I do not trust the political people in charge, nor do I trust Wall Street.

Let me get it straight for you.

Market volatility is high, support and resistance points exist on indexes. Because of the high market volatility markets bottom out at certain speeds and because of the support point (assumption based of course) the market flips over (same on the other side) and that causes the change in late market hours. If you do some technical analysis on the 3 major indexes you'll see this but you'll also see that what you said is incorrect. What you are saying does happen but not as often as you say.

In the last 5 trading days it happened on Tuesday close and today (Dow)

The market is not phony. It only appears so because many look to it to be an accurate, real time, day-to-day indicator of the economy. Sorry to say, it is not.
What the market is is a forward looking place of speculation on what might happen: not what is, or was. In this respect, the only thing the market is an indicator of day-to-day is the mood of the investing world.

The 3:30 thing is nothing of note. Just an interesting short term anomaly. It simply could be large funds are doing some large buy orders of Dow stocks at the end of the day over the last several days.

It is a combination of things. I will list a couple.
Day traders must close out their transaction for the day and often wait until close to the closing bell. They buy thousands of shares, too much for them to afford, and if they don't close the transactions they made during the day, usually in the morning, they have to come up with a ton of cash to cover the open transaction (even if it is for a day). Short traders often do the same thing but they are not as restricted to closing the trade on the same day.
People either watch the market or finally remember that they need to make a trade and decide to make it at the last minute.
If you watch the market, make note of the volume by hour (or less) and you will notice that there is a significantly higher transaction rate during the last half hour in particular.

It's all about bargain hunting - some investors see bargains when the stocks are lower. It's all about sentiment too. I think you are making sweeping allegations though, that are patently false. I'm willing to bet if you paid close enough attention, on those up days, you see equal sell offs in the closing minutes.

When the market is down for the day investors want a bargain on the stocks. They wait for the last possible minute to allow the price to fall as low as it will go. That is why around three thirty you see the prices go up, because people are buying. On the flip side, the market goes down on good days, because people are selling short. They anticipate the stock to be down the next day, so they sell them off at the end. And, yes there is always a bit of phony manipulation to these types of things.

The stock market isn't phony but the fluctations are mostly influenced by speculations. The overall growth may be on the up and up but the daily innuendoes you mention are strictly shadows without substance. (Of course, you can give real reasons why it would raise in the afternoon - maybe a stockholders meeting has ended or some other corporate meeting has concluded) But this phenomenon is only a phenomenon.

Whatever you choose to do with this information, play carefully. After all, just like gambling - Statistics may give a slight advantage but no one can guarantee a sure thing day in and day out..
