Yes they do exist, but they are not legal tender: you cannot take it to the shops. They exist for payment between banks and government departments, and also make it easier to store money.
It could be real, but to your friend it is worthless. There is nothing that can be done with it.

James is correct: they do exist but are as rare as hen's teeth.
I suppose your friend could try and deposit them in their local bank. The bank would at least test them to see if they are real though I'm sceptical about their authenticity. Good luck.
