You are on the right track - except that there is usually a lag between something happening, the government actually allocating the money, and firms getting contracts.
One stock you may want to keep an eye on is ASTE as they sell road construction/repair equipment. |

Many engineering firms do the inspections and contract at the state or federal government level. You may could find a states firm that handles their engineering inspection on state web sites. |
