If your idea of being safe equals taking no risk at all, you are asking the impossible. The "zero risk" return rate is sometimes defined as the one of government bonds from US or large EU countries, presently in the range of 2% to 3%. If somebody tells you that there is a zero risk investment with performance better than this, you can safely discard such an advice.
But if you are ready to assume some reasonable risk, and have a mid-term time horizon (say, 5 years) you can go a little closer to your target by building a diversified portfolio of indexed funds or ETFs. Of course you can do it in many ways, the optimal balance between risk and performance is a very personal issue. A classic balance, perhaps a bit old-fashioned but still valid, is 50% stocks and 50% bonds, each portion properly diversified.

You buy some 30-year government bonds from the '80s if you can get people to hand them over. I think some European countries have high yields too from that period.
