Not sure what you mean by website. If it's the cheapest broker, then it does not really matter. Knowing what you are doing is far more important than saving a few bucks on a trade. If your investment shows you a $1,000 loss, what does it matter if you paid $10 or $20 for the roundtrip?

Get your bearings first. You may want to consider joining a free trading website in Yahoo groups first and pick other traders' brains. Try:

I like Scottrade, but you might also like etrade. I found etrade hard to contact when I wanted to talk to a real person.

Invest in ETF's and No-Load mutual funds.

Get a book and learn about these before you start investing.

Invest on paper (without risking your $$) at first.

Avoid high commissions and penny stocks.

Investing in "individual" stocks takes a lot of knowledge and practice; so I would not suggest doing this until you understand completely how the stock markets work.

Instead visit Vanguard.com and learn about mutual funds, index funds, and exchange-traded-funds (ETFs). Trading funds is less risky than trying to trade "individual" stocks.

If I was starting over again, I would find (4) ETFs that have had consistent returns with strong chart uptrends, and simply invest my money evenly over the (4) funds.

As far as brokers, I personally use Scottrade at $7.00 a trade and I have had no complaints, and they have recently upgraded their research tools. Zecco.com offers free trades, but I have heard mixed results as far as their service goes.

If you are primarily concerned with affordability, you can't beat Zecco.com, as online stock trades are commission free (up to 10 trades per day, maximum 40 trades per month). Trades above the limits are just $3.50 each. The minimum to open an account is $2,500. Zecco has an active online community of investors with whom you can communicate. (While this is a great feature, don't rely on it as your only source for your investing education.)

As a newbie, if you think you may need some handholding, you might want to go with Scottrade. Online stock trades are $7.00 each, with a minimum of $500 to open an account. One of Scottrade's advantages is that they have almost 300 local branch offices so it is easy to speak with someone should the need arise.

(Disclaimer: I have accounts with both Zecco and Scottrade so I may be somewhat biased.)

Best website to buy or sell stocks for the beginner in my mind is www.sharesmantra.com.They have their trial version for one month absolutely free of cost.You will be told the stoks to buy,target price & most important the stop loss.If you benifit from their recommendations then you can choose any of the plan after one month which are very affordable.
